About the Project
The State of Wyoming’s Departments of Health, Office of Medicaid (Medicaid), Family Services (DFS) and Education (WDE) (the Departments) conduct an annual study to collect cost information related to services provided by the in-state and out-of-state residential treatment providers that serve Wyoming consumers. |

The Departments have collected cost reports for the following years:
- August 2006: To gather data from State Fiscal Year 2005
(July 1, 2004 to June 30, 2005)
- December 2006: To gather data from State Fiscal Year 2006
(July 1, 2005 to June 30, 2006)
- April 2008: To gather data from State Fiscal Year 2007
(July 1, 2006 to June 30, 2007)
- October 2008 to January 2009: To gather data from State Fiscal Year 2008
(July 1, 2007 to June 30, 2008
- February 2010 to April 2010: To gather data from State Fiscal Year 2009
(July 1, 2008 to June 30, 2009)
- October 2010 to January 2011: To gather data from State Fiscal Year 2010
(July 1, 2009 to June 30, 2010)

About the Technical Advisory Group
The Departments convened the Technical Advisory Group (TAG) in 2007 to assist the
Departments as they consider future improvements to the cost report process. The
purpose of the TAG is to include provider representatives in discussions and updates
about the progress of the Children’s Out-of-Home Placement Cost Reporting Process
and Rate Analysis, and to be transparent in decisions that the Departments make
about rate determinations.
The current TAG members include representatives from the following:
- Northwest Wyoming BOCES
- Red Top Meadows
- Region V BOCES
- St. Joseph’s Children’s Home
- Youth Development Services
- Youth Emergency Services
- Wyoming Behavioral Health Institute
- Wyoming Department of Education
- Wyoming Department of Family Services
- Wyoming Department of Health
- Navigant Consulting, Inc.
